South Pacific Games 2003 – University of the South Pacific Games Village

Rawlinsons acted as the project manager on behalf of the University of the South Pacific (USP) in the provision of the South Pacific Games 2003 Games Village.

This project saw the USP Laucala Bay campus converted into a secure athletes village for the South Pacific Games with essential services including:

  • Accommodation of 2050 athletes (standard capacity of USP is 800)
  • Catering 3 meals a day with 49 meal options in a week for 3500 (standard capacity of USP is 800)
  • Entertainment
  • Securing of the premises 24 hours
  • Responding to participant country individual requirements

Key delivery components and skills utilised on this project included:

  • Preparing of the business plan and budget for the project
  • Formulation of the brief for the Village and balancing the expectations of the SPGOC with the capacity of USP
  • Assessment and management of the numerous risks involved in this highly time constrained project, be they; human resource, infrastructural, equipment, contractual or customer related
  • Preparing the contract and negotiating the final terms and conditions
  • Heading the communication channel between SPGOC and USP
  • Maintaining open and accurate communication with all stakeholders including 9 different USP departments and their respective heads
  • Detailed planning to facilitate the conversion and reversion of the USP campus one week before and one week after the conclusion of SPG.
  • Logistics of managing the infrastructural and operational changes with the minimum impact upon the standard USP operations in the months leading up to the SPG opening
  • Maintaining strict budgetary control over all cost centres for the project
  • Maintaining zero tolerance for timing deviations from prescribed contractual obligations
