“Pacific Village” Cost Benefit Analysis – May 2003
The “Pacific Village” is a Fiji Government initiative to centralize and accommodate the three regional organizations; SPC, SOPAC and SPTO, into a purpose built facility with conference centre on Muanikau Road, Suva.
The project, as proposed, entails the construction of a series of low-rise office buildings totaling 9000 m2 (97,000 sq ft) and a 1250 m2 (13,500 sq ft) conference centre.
Before undertaking further work on this $37 million project the Fiji Government sought a thorough review of the cost and benefits. This consultancy, with Ministry of Foreign Affairs and External Trade as the receiver, involved the following:
- Confirming the building brief with the beneficiary stakeholders
- Undertaking a Technical, Operating, Economic and Programme feasibility of the project
- Completing a capital investment analysis including:
- Quantification of tangible and intangible benefits
- Weighting of costs and benefits
- Analysing resource use efficiency
- Ascertaining and quantifying spin off benefits
- Assessment of the conference market for Fiji and Suva including:
- Consultation with 21 stakeholder organisations
- Assessment of the international conference market and Fiji’s role therein
- Analysis of conference centre critical success factors and the ability of the proposed facility to meet these
- Formulation of the optimal Architectural solution to meet the ascertained market requirements
